So the answer was:
domain group policy
default applies a restriction on PowerShell to allsigned that cannot be
overridden by the usual Set-ExecutionPolicy Unrestricted.
Changed the policy
(Computer Configuration/Administrative Templates/Windows
Components/Windows
PowerShell :
Turn on Script Execution to Allow all scripts
Ran the prerequisite
installer successfully.
